NED Alternative » Description of NED Plan
National Economic Development (NED) Alternative = the alternative that reasonably maximizes net economic benefits.

Provides the most benefit compared to the costs.

The NED plan for Clear Creek watershed includes channel improvements and a detention basin for a flood risk management project (see exhibit below).

NED Benefits & Costs

The NED Plan is estimated to have an initial cost of $167.4 million and fully funded cost of $ million. The NED Plan maximizes the average annual net excess economic benefits. This maximization of the Federal investment will provide approximately $22.2 million in annualized benefits with an annualized project cost of approximately $9.0 million. The resultant benefit-to-cost ratio is approximately 2.5.

- Reduces flood levels and mitigates conveyance improvementsthrough detention
- No increases in flood risk anywhere along Clear Creek or Clear Lake
- Provides good foundation for local entities to build on

Environmental Benefits
- Avoids environmentally sensitive reaches
- Linits conveyance improvements to upstream reaches already channelized
- Preserve and restores desirable environmental habitat along existing channel through recommended high level flood benches
