Flood Plain Management Plan
The U.S. Army Corps of Engineers (USACE) and the local sponsors are engaged in a complete re-evaluation of potential flood risk management measures for Clear Creek and its tributaries in an effort to identify a Federal Project that will replace the one started in 1986. The Harris County Flood Control District (HCFCD), Galveston County, and Brazoria Drainage District No. 4 (BBD#4) are the local sponsors of this re-evaluation study. As part of this study, the local sponsors are required to prepare a flood plain management plan that, at a minimum, supports and preserves the level of protection provided by the flood risk management portion of the Federal Project. It will also be required to preserve and protect the environmental and recreational features.

As this study encompasses the entire watershed and not just the flood plain, the local sponsors are identifying it as the Clear Creek Watershed Management Plan (WMP), The WMP is essentially an update of the 1992 Clear Creek Regional Plan adopted by the jurisdictions in the watershed. The local jurisdictions will individually or collectively have the option to reduce flood damages further, and/or enhance, restore, or add environmental and recreational features.

The local sponsors have contracted with Dannenbaum Engineering Company, the lead consultant, to develop Phase 1 of the WMP in compliance with federal laws and guidance and local desires.

The purpose of this Phase 1 effort is to gather existing, pertinent information and develop specific objectives to guide the development of the Phase 2 work of the WMP.
