Study Team
The Clear Creek Study Team is made up of representatives of the U. S. Army Corps of Engineers,
Galveston District (USACE) and the two local sponsors: Harris County Flood Control District (HCFCD) and
Galveston County.
The Study Team meets at least monthly at the USACE offices in Galveston. The group discusses the progress
of the study, project alternatives, and the results of on-going data collection. Federal law prohibits
opening Study Team meetings to the public.
Over the past two years, the Study Team has made significant progress and has reached a number of important
project milestones. Extensive baseline data has been compiled, including:
Hydraulic/hydrologic information;
GIS mapping of:
Roads,
FEMA floodplains,
Habitat types,
Wetlands and signification biological areas,
Elevations and contours,
Stream cross-sections,
Cultural resources,
Recreational facilities,
Census information,
Structural inventory information.
Environmental baseline data for the EIS.
In the Spring of 2002, the Study team conducted two internal, all-day work sessions and developed a list
of 20 potential flood risk management measures for Clear Creek. Since that time, the Study Team has been
in the process of analyzing each of the 20 measures. This includes hydraulic/hydrologic and
“benefits-to-cost” analysis of each measure. Environmental mitigation and eco-restoration actions necessary
to offset project impacts are also being evaluated.
